Primary Function:

The Quality Lead is responsible for serving as a lead in performing GEOINT creation, compilation, manipulation, QA/QC and exploitation tasks relating to the geospatial development of data required for modeling and multiple-scale map products.  Special focus will be on performing GIS work on NGA contracts such as JANUS Project 7, similar to the former NGA GDS work as well as Army Geospatial Center (AGC) GIS work including Urban Tactical Planner (UTP) and Water Resources Database (WRDB) type production. The Geospatial Quality Lead will work closely with Optimal GEO Quality Manager to ensure all quality objectives and QMS requirements are achieved.


Duties and Responsibilities:

  • Develop and update technical procedures for performing GEOINT production work including feature extraction and conflation.

  • Perform QA/QC on GEOINT production work.

  • Review, interpret, and execute established production guidance and processes across multiple geospatial products with minimal supervision.

  • Construct spatial datasets and apply tabular attribution information using ArcGIS or similar software.

  • Perform moderately complex GIS activities such as relational database joins and queries, and create functional GIS models using both raster and vector data.

  • Perform moderately complex terrain analysis and generation activities.

  • Ensure geospatial products comply with applicable specifications and adhere to quality control procedures.

  • Promptly meet project deadlines and effectively communicate issues and anomalies.

  • Identify and develop new or innovative production processes and procedures.

  • Provide general production oversight and technical support for a medium to large-sized team.

  • Assist in the generation of technical proposals and cost estimates.

  • May require infrequent to periodic travel or field work.



  • 2 years experience performing GEOINT production work on NGA and AGC projects

  • Demonstrable personal interest in the areas of geography, GIS, geospatial intelligence (GEOINT), photogrammetry, cartography or imagery analysis.

  • Completion of directly applicable military training or a post-secondary curriculum with a minimum of two years participation.

  • Experience utilizing ArcGIS, Microstation, SOCET/GXP, GeoMedia, QGIS, HydroFusion

  • Experience extracting, manipulating and exploiting spatial datasets.

  • Experience compiling, reviewing and reconciling data for accuracy, completeness and compliance.

  • Knowledge of commonly applied data standards including but not limited to ASPRS, FGDC and USGS.

  • Knowledge of federal agencies including but not limited to NGA, AGC, NAVFAC, USACE and USGS.

  • Current/Active DoD security clearance or the ability to obtain one upon employment. Security clearances may only be granted to U.S. citizens.


  • Experience developing automated scripts, tools or programs with common programming languages including but not limited to Python, SQL, Java, C# and Visual Basic.

  • Receipt of a bachelor’s degree from a four-year college or university with a focus on geography, geology, environmental science, GIS, CIS, CAD, graphic design, sociology, anthropology, history, political science or international studies.

  • Certification from an accredited professional society or organization.


Physical Demands:

  • Duties are performed in an office environment. 

  • Must be able to remain in a stationary position at least 50% of the time. 

  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc. 

  • Constantly operates a computer and other office productivity machinery

  • The person in this position frequently communicates with co-workers and clients.  Must be able to exchange accurate information.

  • Must be able to identify and distinguish colors, distances and spatial relationships.
