POSITION SUMMARY: The Program Control Specialist at Optimal GEO will be responsible for monitoring and controlling cost and revenue schedules for several projects across the organization. The qualified candidate will prepare budgets and schedules while also completing financial analysis (revenue outlook, variance analysis, etc.). Additionally, this position requires frequent risk assessments of current contracts to ensure funding availability and anticipate needs for contractual actions by our customers. This is an opportunity to interact with program managers across the company in a cross-functional and collaborative setting.

PRIMARY RESPONSIBILITIES:

  • Develop and maintain Estimates to Complete (EAC’s) across various projects (Cost-Type, T&M, Fixed Price, etc.)

  • Preparation of internal and external financial reporting as required by contract or to assist other functions throughout the organization, including Monthly Contract Report.

  • Analyze planned, budgeted and actuals financial data by project and roll-up to enterprise report. Provide recommendations to improve forecast accuracy.

  • Interface with the following departments: contracts, subcontracts, accounting, accounts payable, purchasing, and pricing.

  • Manage, maintain, and monitor subcontractor funding and expenditures.

  • Ensure compliance with all Optimal GEO policies, internal controls, disclosed practices and contractual requirements.

  • Provide direction and instruction to billing department for preparation and submission of invoices

  • Monitor unbilled and prepare DSO analysis to ensure baselines are maintained and labor/ODCs are billed timely.

  • Perform analyses and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and cost control guidelines.

  • Ensure adequate funding availability by maintaining accurate records of expenditures, and preparing expenditure projections, and working with Contracts to submit timelyrequests for additional funding to the government.

  • Ability to communicate effectively, both verbally and in writing is important.

  • Strong working knowledge of Microsoft Office applications (Excel, Word, PowerPoint).

  • Strong interpersonal and communication skills.

Education and Experience:

  • Grade 12 education (required).

  • College Graduate (desirable).

  • 1 year of experience in government contract financial support.

  • Strong Microsoft Excel skills are required.

 

Physical Demands:

 

  • Duties are performed in an office environment. 

  • Must be able to remain in a stationary position at least 50% of the time. 

  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc. 

  • Constantly operates a computer and other office productivity machinery

  • The person in this position frequently communicates with co-workers and clients.  Must be able to exchange accurate information.
